The Quest starts in at the top of the elevator in Plane of Knowledge. The NPC is named Aid Grimel. To start Quest #4 you’ll need to have first completed Quest #3 and have an unmodded skill of 220 in Pottery. You’ll also need the appropriate Planar flags (Must be ready to kill Rallos Zek (not confirmed).
First obtain the following items:

3x Sacred Water – Drop (Plane of Valor, Valorian guard/knight type mobs)
1) Go to Aid Grimel at the top of the library elevator in Plane of Knowledge and say “ready to use some clay”. You’ll receive 
Urn Pattern.
**If he doesn’t speak to you you’re either not far along enough in PoP progression or your Pottery skill isn’t high enough. Must be 220 unmodded.**
2) Create

3) Create 1x Ceramic Lining – Pottery, Trivial 17, Kiln

4) Create 3x Lacquered Opal – Jewelcrafting, Trivial 120, Jewelcrafting Kit

5) Have an Enchanter create 3x Large Block of Magic Clay with your Large Blocks of Clay.
6) Have an Enchanter create

11) Create Filled Sacred Urn – Non-Tradeskill, No-Fail. **Use Sacred Urn from Step 10 as container.

1x Wooden Signet (From Quest #3)
12) Give Filled Sacred Urn to Aid Grimel at the top of the elevator in PoKnowledge to receive
Metal Signet . You can now move onto Quest #5: Tailoring.
